The closing ceremony included a summary of the highlights of the Congress and a presentation of the 2024-2027 Strategic Plan that will guide PIARC activities over the next four years.
During the official handover, the host countries of the next PIARC Congress invited delegates to join.
The closing ceremony took place as follows:

Miguel CASO FLÓREZ, Technical Director of PIARC, awarded the prize for the best presentation, the best session, and the best national reports to the winners designated by the delegates through the official Congress application.
- The prize for the best presentation went to the presentation on “Update Disaster Management Manual”, by Constantin ZBARNEA, Romania
- The award for the best session went to the session on “Road Asset Management and ISO 55000 series”, chaired by Fernando VARELA SOTO, Spain.
- The awards for the best national reports went to the United Kingdom for Strategic Direction Session 1 on “Road and road transport in a changed world”, to Spain for Strategic Direction Session 2 on “Mobility and Equity”, to Romania for Strategic Direction Session 3 on “New challenges and initiatives for improving safety and sustainability”, and to the Slovak Republic for Strategic Direction Session 4 on “From cradle to grave –Improved life cycle management of road infrastructure in the course of digital transformation”.
Emanuela STOCCHI, Chair of the PIARC Gender inclusion and Diversity team, awarded the inaugural prize for Gender inclusion and Diversity to PIARC Committee 1.1 on Performance of Transport Administrations, chaired by Christos XENOPHONTOS.
Future Congresses
Robin SÉBILLE, PIARC Deputy Secretary General, invited delegates to the XVIIth World Congress on Winter Service and Road Resilience, to be held in Chambery (France) in 2026, and the XXVIIIth World Road Congress, to be held Vancouver (Canada) in 2027.
